Mineral oil works fine.  But better check that the resistor has a good value and that the straps at either end are making good contact with the resistors tubular carbon surface, especially given all the rust you are talking about.

I have acquired a rusty Heath Cantenna – empty.  I plan to use Naval Jelly and spray paint to cope with the rust inside and out – the can is still “water-tight.”  What is available to use as a substitute for transformer oil?
