That is not only common, but usual. Just keep hitting the button and suddenly you will slip in between two people and you will be able to download. BUT dont dawdle around or someone will be downloading again before you can get started!!!

Are you using an FTP program to get the files ?  That is usually the
only way that you can get those files.
